CPIC/Council/CFT Meeting update - 30/07/2021

Cornwall Partners in Care hold weekly briefings with Cornwall Council and Cornwall Partnership NHS Foundation trust. These meetings involve Jonathan Price (Joint Director Adult Care and Health for Cornwall Council and NHS Kernow) and occasionally colleagues from the Council, David Smith (CPIC Chairman), and representatives from the CPIC Committee.

Daily update - 30th July 2021

A shortened meeting took place today.

  1. The main theme was that a major incident has been called due to capacity issues and staff shortages across the South West. Agencies are working together but Treliske have in the region of 70 people requiring placement and while there is some Care Home capacity, there is a great deal of pressure on Homecare Providers due to staff shortages." Holding Bay " facilities are being set up across the County.
  2. There have been a number of Covid outbreaks in Care Homes, so there is a request for Homes which are Covid free to contact the Bed Bureau to see if admissions can be arranged today or over the weekend to relieve some of the pressures. Jonathon asked if Rapid Response Care Teams could be considered but Phil highlighted that staffing would be problematic in particular the provision of night staff.
  3. It was acknowledged that the system at present is under constant pressure, so "firefighting" takes precedence over more proactive arrangements such as the provision of Reablement and D2A facilities. Both will need to be addressed in the medium term especially as we are approaching winter pressures when capacity and staffing issues will be compounded.
  4. The meeting next Friday will focus on potential Voluntary Sector support for the sector. Val agreed to provide Voluntary Sector contact details for Homecare Providers in the meantime.
    Jonathon suggested more regular meetings next week to further review the major incident.
